This is a little late for Raul, but maybe someone in the future can use the info. If you are crossing the border by foot or car in California you are limited to one bottle per person, period. The 60 liters that you are allowed in California is when you are returning by boat or by plane. Sometimes you do get lucking with Customs when crossing by car, but sometimes they can be jerks and then you're SOL.
