I would guess that is an Agave Liqueur of some sort, not a whole lot to go by. There are a few references to it on the internet when searching for "arturos cocktail".

At first glance it looked like some form of Galliano, the yellowish herbal Italian liqueur that they use to make Harvey Wallbangers, Yellowbirds, etc. After a closer look, based on the Monterrey, Mexico label it looks alot like Damiana Liqueur? Damiana is an exotic sensual flower that grows in Mexico. It is a flower held in great esteem for centuries as an aphrodisiac! It tends to be on the sweet side and is used in many Mexican cocktails. As a matter a fact, Agavero is one liqueur that comes to mind that blends both Damiana, repo & anejo tequilas. This however is all just a guess on my part
